What a condo pool maintenance contract should include

A condo pool maintenance contract in Singapore should cover scheduled cleaning, chemical balancing, testing at the pool, the monthly laboratory sampling and NEA submissions, and pump-room checks, for every pool, jacuzzi and water feature on the estate. It should also set out what the council receives each month. Repairs are separate from the maintenance contract.
What should the scope of work include?

The contract should also name every facility it covers, since a lap pool, a children's pool, a jacuzzi and a fountain each need different care, and state how many visits the estate gets each week.
The testing, the laboratory sampling and the NEA submissions are duties the MCST holds as licensee under the Licensable Aquatic Facilities Regulations 2021. If the contract leaves any of them out, the council still has to arrange them.
What sits outside the maintenance contract?
Repairs and part replacements are separate from the maintenance contract. At a condo, they usually involve:
- Pumps, motors, filters and pipework.
- Underwater lighting, replaced or upgraded to LED without draining the pool.
- Heaters, blowers and dosing systems for the jacuzzis.
- Tiling and regrouting.
Chemicals and laboratory fees are included in some contracts and billed on top in others, so check which applies when comparing quotes.
What should the council receive each month?
- The laboratory results, with confirmation they were submitted to NEA.
- The readings taken at each visit.
- A note of any reading that went out of range, and what was done to correct it.
- Anything found in the plant room that needs repair.
Common questions
Should the contract cover fountains and fish ponds, if NEA does not license them?
Yes, if the estate has them. Fountains and ponds sit outside NEA's licensing and need their own cleaning and equipment care, so adding them to the pool contract puts every water facility on the estate with one contractor.
How long do condo pool maintenance contracts run?
