Legionella testing for pools and spas: the quarterly rule

Pools with aerosol-generating features, such as jets, fountains or spa features, must be tested for Legionella bacteria every quarter in Singapore. The test targets the exposure that matters: fine water droplets in the air around bathers. Quiet pools without those features do not carry the quarterly requirement.
Which pools does the quarterly rule apply to?
The trigger is aerosol generation. A jacuzzi with hydrojets, a pool with a play fountain, a spa feature that churns warm water into spray: each of these throws fine droplets into the air around bathers, and that is the exposure the rule addresses. A standard lap pool without an aerosol-generating feature sits outside the quarterly requirement, although it keeps its full routine of on-site and monthly laboratory testing.
Why Legionella, specifically?
Legionella bacteria favour warm, slow-moving water, and spa features and jet systems hold that water in their pipework. The health concern comes from inhaling contaminated droplets, so the combination of warm water and aerosol is what earns these features their own test, on top of the chlorine and pH regime that manages everything else.
How does the testing run?
- A water sample is drawn from the relevant feature each quarter and analysed by an accredited laboratory.
- Results come back from the laboratory alongside the monthly analysis, on the same compliance calendar.
- The sampling sits naturally inside a maintenance contract, on the same calendar as the rest of the compliance cadence.
The quarterly requirement itself sits in the Licensable Aquatic Facilities Regulations 2021, alongside the rest of the testing cadence.
What should a detection trigger?
A detection is a plumbing problem before it is a water problem, because the bacteria live in biofilm inside warm pipework. The response is disinfection and cleaning of the affected system, a check on temperatures and circulation in the lines that let the colony establish, and re-testing to confirm the system is clear, all of it recorded in the facility's log.

Does a jacuzzi in a condominium need Legionella testing?
Yes, where it has hydrojets or similar aerosol-generating features, the quarterly test applies, and it sits alongside the jacuzzi's normal testing routine.
Is Legionella killed by normal chlorination?
Proper chlorination and circulation are the everyday defence, but colonies shelter in biofilm inside warm pipework where contact is limited, which is why the quarterly laboratory check exists as a backstop.
Who does the quarterly sampling?
An accredited laboratory analyses the sample. A maintenance contractor manages the calendar so no applicable quarter is missed.
