Work Permits and pool maintenance: who can do the work
Published 3 November 2026 · 3 min read · Crystal Clear Contractor
In Singapore, a Work Permit holder can only work for the employer named on their permit, in that permit's sector. Pool maintenance is services work, and the Ministry of Manpower (MOM) only lets workers on construction-sector permits do construction work. So any Work Permit holders servicing your pool should be on services-sector permits.
What does a Work Permit allow?
MOM issues each Work Permit for a named employer, occupation and sector, and the worker can only work for that employer, in that occupation and sector (MOM's Work Permit conditions). The sectors are construction, manufacturing, marine shipyard, process and services, and each has its own rules on where workers can come from and how many a company can hire.
When you hire a pool contractor, the sector on its crew's permits decides what work they can be sent to do.
Can a worker on a construction permit service a pool?
No. MOM only lets a worker on a construction permit do construction work (MOM on deploying construction and process workers). During a quiet period, a construction company can lend its workers only to another construction company, for similar work (MOM on cross-deployment). Pool maintenance is services work, like cleaning and F&B, so it sits outside what a construction permit allows.
When you choose a contractor, this is worth checking, because MOM says it will take action against contractors who deploy workers outside their sector, and your pool's regular servicing depends on that contractor's crew.
How do the services and construction sectors differ?
| Services sector | Construction sector | |
|---|---|---|
| Who hires under it | Companies whose registered principal business is in services, such as pool maintenance | Contractors registered in the Building and Construction Authority's Contractors Registration System |
| Where Work Permit holders can come from | Malaysia, China, Hong Kong, Macau, South Korea and Taiwan, and other countries for a short list of jobs, such as cooks and waiters | Malaysia, China, Hong Kong, Macau, South Korea and Taiwan, plus Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, the Philippines, Sri Lanka and Thailand |
| Where the workers can be deployed | Services work, for the employer on the permit | Construction work only |
What should you ask a pool contractor?
MOM allows a company to send its workers to a client's premises to deliver its services when all of these hold (MOM on working at a client's premises):
- The work matches the occupation and sector on each worker's pass.
- The work is the company's own declared business.
- The company stays the employer: it supervises the workers and pays their salaries.
One of MOM's examples of an allowed arrangement is a cleaning firm cleaning a condominium, and a contractor maintaining a condominium pool works the same way. Those conditions make good questions to put to every contractor you're comparing:
- Which sector are your crew's Work Permits issued under?
- Are the people servicing our pool your own employees, supervised and paid by you?
- Is pool maintenance your company's registered business?
If you're switching contractors, add them to the questions for the incoming company.
Common questions
Can a pool maintenance company hire under the construction sector?
A company's sector follows the principal business it has registered, and construction-sector Work Permits are only for contractors registered in BCA's Contractors Registration System. A company whose business is pool maintenance hires under the services sector and follows that sector's rules.
Which countries can services companies hire Work Permit holders from?
Malaysia, China, Hong Kong, Macau, South Korea and Taiwan. Other countries are allowed only for the roles on MOM's Non-Traditional Sources Occupation List, such as cooks, waiters and hotel housekeepers, and that list has no maintenance roles.
How can I check whether a work pass is valid?
MOM's SGWorkPass app checks a pass when you scan the QR code on the worker's digital pass, or on their card where it has one, and the Check work pass and application status service on MOM's website does the same online. MOM advises checking even a card that looks genuine, since a pass can be cancelled.
Crystal Clear's registered business is pool maintenance, so we hire under the services sector, and the Work Permit holders in our teams are on services-sector permits. If you're comparing contractors, we're happy to answer these questions about our own crews. Get in touch.
